Update Harfbuzz to 1.7.6 to be on par with other platforms

Missed 67 branch cut off by a couple of days. 

Chrome on other platforms has used this version of HB in 67 branch. To match that, we need to merge this change (harfbuzz roll) to CrOS 67 branch. 

Have we done any testing in M68 / Chrome OS to verify the change?
