In device mode, refreshing the page causes the non-slim regular scrollbars to display over the page content

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.81 Safari/537.36 Steps to reproduce the problem: 1. Open https://www.hsn.com/shop/beauty/bs 2. Open DevTools 3. Enable Device Mode 4. Refresh What is the expected behavior? The slim scrollbars should be used and the regular scrollbars should be hidden. What went wrong? The slim scrollbars are hidden and the regular scrollbars are displayed over the right side of the page content. It also impacts the page width. Did this work before? Yes 64 Chrome version: 66.0.3359.81 Channel: beta OS Version: 10.0 Flash Version: Changing the device type, zoom, or orientation in the device toolbar causes the slim scrollbars to appear again.

david.kline@ Thanks for the issue. Tested this issue on Windows 10 and Mac OS 10.13.3 on the reported version 66.0.3359.81 and the latest Canary 68.0.3397.0 and unable to reproduce the issue. 1. Launched Chrome and navigated to https://www.hsn.com/shop/beauty/bs. 2. Opened Devtools and clicked on Toggle device toolbar. 3. Refreshed the page and scrolled in the mobile view, can observe slim scrollbars and regular scrollbars are not seen. 4. Changed the zoom levels, orientations and device type and no issues are observed. Attached is the screen cast for reference. Request you to retry the issue on a new chrome profile without any flags/extensions and update the thread with the observations. Thanks..

After updating to 66.0.3359.117, the issue seems to have stopped.
