david.kline@ Thanks for the issue.

Tested this issue on Windows 10 and Mac OS 10.13.3 on the reported version 66.0.3359.81 and the latest Canary 68.0.3397.0 and unable to reproduce the issue.

1. Launched Chrome and navigated to https://www.hsn.com/shop/beauty/bs.
2. Opened Devtools and clicked on Toggle device toolbar.
3. Refreshed the page and scrolled in the mobile view, can observe slim scrollbars and regular scrollbars are not seen.
4. Changed the zoom levels, orientations and device type and no issues are observed.
Attached is the screen cast for reference.

Request you to retry the issue on a new chrome profile without any flags/extensions and update the thread with the observations.

Thanks..
