"Help & feedback" broken on slow connection |

Issue descriptionApplication Version (from "Chrome Settings > About Chrome"): 67.0.3393.2 Android Build Number (from "Android Settings > About Phone/Tablet"): 8.1.0 Device: Pixel 2 Steps to reproduce: 1) Be on a slow network (e.g., in Chrome Mobile EM Test Lab in SEA) 2) Tap on three dots menu 3) Select "Help & feedback" Observed behavior: I see a screen saying "Help" with a spinner on it, and no other content. Expected behavior: We should have offline Help content ready to show. Chrome now supports offline pages and prefetching this on first run of Chrome might be a simple solution. If this isn't possible, it should always be possible to file Feedback from the Help page even on a slow connection. If I switch to Airplane mode, it gives up and shows me a basic Help screen with a Feedback link, but this needs to work on slow networks as well.
