Pull-to-action uses grey background instead of blurred effect.

In UI Refresh, pull-to-action should mimic the toolbar background, which is a blur effect view.

The overscroll actions can only be triggered at the top of the page, when the entire page's contents have been scrolled beneath the toolbar.  As a result, there is never any page content behind the OverscrollActionView to blur. I added a question to the UI feedback spreadhsheet, and will reopen this bug if necessary, depending on what I hear back from them.
