Bisected to blink roll r345869 with c692a2f5a0b537835a4a3c5991f3abdaaf996fa9
"blink: Add backdrop-filter support"
Landed in 47.0.2496.0

* Confirmed by removing "backdrop-filter: blur(3px)" in the site's CSS for .subscribe-overlay
* Reproducible only when "Experimental Web Platform features" is enabled in chrome://flags
* Since the feature is still experimental the report is likely a duplicate of bug 497522.
