setDragImage ignores overflow clipping

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.13; rv:59.0) Gecko/20100101 Firefox/59.0

Steps to reproduce the problem:
1. Open the example
2. Start dragging the chromium logo (mouse button down, move mouse) 

What is the expected behavior?
The drag preview has the same extent as the element used for `setDragImage`. The lower part of the drag image does not contain any text.

What went wrong?
The drag image includes the following element, because the area that was taken a screenshot of includes hidden overflow. The overflow is not visible though.

Does this work in other browsers? Yes

Chrome version: Version 65.0.3325.181 (Official Build) (64-bit)  Channel: stable
OS Version: OS X 10.13
Flash Version: 

If you give the drag-preview element a fixed non-null height and no padding-bottom, the problem persists.

Able to reproduce this issue on reported version 65.0.3325.181, on latest beta 66.0.3359.106 and on latest canary 68.0.3397.0 using Mac 10.13.3, Windows 10 and Ubuntu 14.04. i.e; On dragging logo, half of chrome logo and text is also seen when dragged.

NOTE: 1. In firefox only visible part of logo is seen dragged without any text.
2. In Safari entire chrome logo is seen dragged without any text.

This issue is seen from M-60. Hence considering this issue as Non-Regression and marking as Untriaged.
