Windows10 Restore Pulls Away From Screen Edges

Issue description

Chrome Version: 65+
OS: Win10

What steps will reproduce the problem?
(1) Create window that touches only three edges of the screen.
(2) Configure to restore previous session.
(3) Add some tabs.
(4) Exit 
(5) Restart

What is the expected result?

The window should restore in its previous position.

What happens instead?

The window is slightly smaller.  It has pulled away from the edges by a tiny bit.  See the attached screen shots and look at the black border that appears around the Chrome windows after restart.

I don't know if it makes any difference but my machine is dual-screen, left is landscape and right is portrait.  In the screen shots, a command prompt occupies the entire left screen (in order to be able to see the boundary).
