New Skia service account requires read access to "chrome-partner-telemetry" bucket

Skia has a RecreateSKPs bot https://status.skia.org/repo/skia?commit_label=author&filter=search&search_value=Weekly-RecreateSKPs that recreates our repository of SKPs weekly.
In addition to Skia page sets it also uses 2 Chromium page sets: https://skia.googlesource.com/skia/+/master/tools/skp/webpages_playback.py#102

The bot requires read access to the chrome-partner-telemetry bucket to download archives for those Chromium page sets.

The bot used to use the update-skps@skia.org user. It will now use the service account skia-recreate-skps@skia-swarming-bots.iam.gserviceaccount.com

Could somebody please give chrome-partner-telemetry bucket read access to skia-recreate-skps@skia-swarming-bots.iam.gserviceaccount.com ?

chrome-troopers can do this, but for future record this specific bucket is owned by the speed team, specifically rschoen, sullivan, ellenpli, and jasontiller.  A project was created to manage ACLs here because it changes very often:
