What steps will reproduce the problem?
(1)Recover Build >>In OOBE screen/ubertray >>enable Bluetooth
(2)Open Pair Bluetooth device of any device and observe its overlay while opening
 
Actual: Weird Bluetooth overlay is seen..header is seen separately with overlay
Expected: Instead, no such weird overlay should be seen

This is a Regression issue as same is working fine in 67.0.3390.0/10568.0.0 dev channel

Note: Issue is not seen in Linux,Windows OS

@tbuckley : Please confirm the behavior
