[DevTools] ‘+’ (Add to Palettes) icon is missing from color index area on ColorPicker dialog.

Issue description

Chrome Version: Chrome Version: 67.0.3396.0 (Official Build) Revision 9ef2aa869bc7bc0c089e255d698cca6e47d6b038-refs/heads/master@{#550428} 32/64-bit.
OS: Win(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.5) and Linux (14.04 LTS).
 
What steps will reproduce the problem?
1. Launch Chrome, open DevTools and click to open ColorPicker dialog under Style section.
2. Click on second bidirectional arrow and select ‘CSS Variables’ option from Color Palettes.
3. Now observe the color index area on ColorPicker dialog.

Actual: '+' (Add to Palettes) icon is missing from color index area.
Expected: '+' (Add to Palettes) icon should seen on color index area.

This is a non regression issue, seen from M-67 series, as this feature is introduced from build # 67.0.3396.0

This is by design: css variables palette is auto-geenerated from defined variables.
