Regression: [DevTools] Page colors option is missing from Color Palettes on ColorPicker dialog.

Chrome Version: 67.0.3396.0 (Official Build) Revision 9ef2aa869bc7bc0c089e255d698cca6e47d6b038-refs/heads/master@{#550428} 32/64-bit.
OS: Win(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.4) and Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome, open DevTools and click to open ColorPicker dialog under Style section.
2. Click on second bidirectional arrow and select Custom option from Color Palettes.
3. Again click on second bidirectional arrow to open Color Palettes and observe.

Actual: Page colors option is missing from Color Palettes.
Expected: Page colors option should seen on Color Palettes.

This is a regression issue, broken in M-67 series, will soon update other info.

Below is manual regression range for this issue.

Good build: 67.0.3395.0 (Revision: 549860)
Bad build: 67.0.3395.0 (Revision: 550428)

Unable to provide the bisect using per-revision script as getting traceback error while doing the bisect. Hence providing the bisect using old bisect script.

You are probably looking for a change made after 550064 (known good), but no later than 550100 (first known bad).

NOTE: Tried the bisect on different Mac machines and found the same range as mentioned above.
