Autofill triggers over site autofill and interferes with site

App Version (from "Chrome Settings > About Chrome"): 65.0.3325.181 

Steps to reproduce: 
Create a bug in bugs.chromium.org
Focus Owner field
Type first letter of your user name


Observed behavior: 
Site autofill and Chrome autofill interfere.

Expected behavior: 
Site autofill should take precedence.
