Other browsers tested:
Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:NO
    Firefox:YES
       Edge:YES

What steps will reproduce the problem?
(1)Visiting a site and then adding the site to the ALLOWED LIST
(2)After I close Chrome and then reopen Chrome and visit sight I sometimes can still access sight, but then can not text chat, webcam will not connect, and most of the time I can't connnect to sight.

That connection is made and site opens allowing to webcam chat with others on site.

What happens instead?
Most of time site will not open or is very slow to respond, then am unable to connect webcam and can not communicate with any of the users online.

Can you elaborate the repro step?

- what is "ALLOWED LIST" here?
- can you report the exact version information that chrome://version shows (Command Line and Variations are also important here)
- can you try it with turning the flag chrome://flags/#enable-resource-load-scheduler off (Select Disabled instead of Default)
- any error message in DevTools console and network tabs
