STS reads extra info in Docs/Sheets etc. menus

Issue description

Chrome OS with flag enabled: #enable-experimental-accessibility-features
67.0.3383.0 (Official Build) dev (64-bit)
Google_Samus.6300.276.0

# Enable STS
# Load any Google Doc
Note: this repros both with and without the accessibility menu on so for simplicity I recorded this bug without the accessibility menu
# Hold down search and use the mouse to draw a rect around the File menu area
Expected: just content on screen is read
Actual: more content, including some invisible content is read such as "you are online." The name of the document is read twice. 

ChromeVox does read the name of the document twice, but one of the times it is putting focus into the title name to make it editable. It does not read "you are online."

Switch Access just lands on the items as expected and does not draw around the "you are online" area.

This bug is related to overflow and visibility. Select-to-Speak cannot determine when an element is visible or invisible if that is not reflected in the a11y tree. For example, a 1px by 1px element that is on the screen may be read whether or not it has overflow:hidden.
