STS word highlighting/focus rect not following unordered lists

Issue description

Chrome OS with flag enabled: #enable-experimental-accessibility-features
67.0.3383.0 (Official Build) dev (64-bit)
Google_Samus.6300.276.0

# Enable STS
# Navigate to https://www.w3schools.com/html/html_lists.asp
# Hold down search and drag focus rect around unordered list
Expected: unordered list is read as expected with focus ring and word highlight lining up with speech
Actual: Speech is read properly but focus ring/word highlight not lining up

ChromeVox reads list as expected. Switch Access doesn't get to the list at all so it's not applicable. 

This does NOT repro on the UL on https://en.wikipedia.org/wiki/Bullet_(typography)

I believe this is the same as the bullets bug -- STS does poorly when the first node in a block is not verbalized but has characters, like a bullet.

This is not P1 since everything is still verbalized, and the user can highlight the list WITHOUT drawing a rect around the bullets and end up with good highlighting.
