Regression : Daisy device stuck before OOBE screen after removing USB

Chrome Version: 67.0.3393.4/10569.1.0 dev-channel Daisy
OS: Chrome

What steps will reproduce the problem?
(1) Try to recover the build 67.0.3393.4/10569.1.0  via USB(Esc+Reload+Power)  -> after recovery is done ,remove USB
(2)Chrome text is seen and unable to move to welcome screen(OOBE screen) i.e. observe system will get stuck

Expected: System should not get stuck ,should be able to move further(OOBE screen should be seen)
Actual: Instead system will stuck before welcome screen

This is Regression Issue as same is working fine in 67.0.3390.0/10562.0.0 dev channel Daisy

Note: Issue is seen seen for Peppy,Kip and Reks

Unable to attach log files as log files are saved in temporary folder and cannot copy it to downloads(Unable to login into device)
