The following layout tests are flaky with modern controls:

media/controls/controls-page-zoom-in.html
media/controls/controls-page-zoom-out.html
virtual/new-remote-playback-pipeline/media/controls/controls-page-zoom-in.html
virtual/new-remote-playback-pipeline/media/controls/controls-page-zoom-out.html

The layout sometimes ends up slightly different despite the fact that the controls are in test mode
