There is a discrepancy between the states in EC and smart BMS.

When the battery is full, smart BMS returns FULL while chgstv2 can be still in ST_CHARGE. The battery current is 0mA. So, it's neither charging nor discharging. We should set chgstv2's state to ST_DISCHARGE or ST_IDLE.
