We should remove vmc command from no-supported board.

I just run betty and tried "vmc list" command and it finally timed out by complaining somethings not available.

Should we just remove this command if the board doesn't get kvm_host enabled?

Tim, should this also be disabled if the admin policy forbids?

Can't triage as I do not have the appropriate hardware.
