Bizarre rendering bug on OS X

Issue description

Chrome Version: Version 65.0.3325.181 (Official Build) (64-bit)
OS: OS X

What steps will reproduce the problem?
Not sure. Something around plugging and unplugging external monitor.

What is the expected result?
Not what happens in the screenshot.

What happens instead?
The screenshot.

I can reproduce this fairly reliably by unplugging an external monitor. I suspect it has something to do with different scaling between the two monitors. Expanding the windows to fullscreen and back resolves it per windows.
