[FR] Provide automatic capture of Application Logs that can be uploaded into cPanel for Enterprise Enrolled CrOS Devices

Issue description

Description:
Provide automatic uploading of Application Logs into Google's Admin Console.

Use case:
Customers who run single-app kiosk applications for interactive kiosks and digital signage need a way to remotely capture logs.  Provide ability to access application level logs without having to physically access the device.

Motivation:
Currently developers output application-level logs which are not centrally accessible from a single pane of glass e.g. Google's Admin Console.  This effort/FR will consolidate both the system/device logs and application logs into a central management location for remote access.  This will make the whole troubleshooting process from device to application much more efficient.

Existing workarounds:
Physically accessing the device and putting the device into a non-kiosk mode to access application logs.  Additional verbose logging requires developer mode on Chrome OS which potentially puts devices at risk for compliance issues.
