Add tests that user data and perferences is preserved during an update.

This is automating some of the manual tests here:
https://testtracker.googleplex.com/testplans/details/450.

The way of interacting with the settings UI sucks but I will get it in
anyway to get some coverage and work with the settings team to get a better
way.
