MacViewsBrowser: Full Screen doesn't show the tab strip

Chrome Version: 67.0.3395.0
OS: macOS 10.13.5 Beta (17F35e)

What steps will reproduce the problem?
(1) --enable-features=ViewsBrowserWindows
(2) Open couple of new tab windows
(3) Click on 'Green' expander to make the window as 'Full Screen'

What is the expected result?
Full screen window should contain the tab strip.

What happens instead?
Tab strip is missing while the browser is in Full screen mode.
