The ArcBridge is the only way out of ARC++.  CUPS messages need to traverse this boundary.  Normal apps can't talk to the ArcBridge and the ArcBridge doesn't speak IPP.  So that we don't need to distribute a patched libcups, provide a daemon that can receive IPP over a unix socket to proxy messages to CUPS.
