SVG with ForeignObject that contains an Input type="text"

Reported by j...@neustylesoftware.ca, Apr 12 2018

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Open the sample file
2. Examine text in both input type="text" elements

What is the expected behavior?
Text should be aligned in both textboxes

What went wrong?
When text exceeds the textbox width, it shifts upwards. This only seems to happen when a parent element has a 'transform' attribute that moves it down. Screen shot is attached.

Did this work before? No

Does this work in other browsers? Yes
