Add after-tenth-minute UMA for TaskDurationPerQueueType

Issue description

This will validate altimin's hypothesis about large GC spike after 5th minute causing V8 tq to be busy.

altimin - could you take this one?

[scheduler] Add per-queue and load UMAs after tenth minute in background

We currently have metrics for after fifth minute in the background. This
change adds after tenth minute which will allow us to understand how
background CPU usage changes over a longer period of time.
