Enhance UKM to understand source of IPCs in background

IPC task queue is doing a ton of work (38+%) in background after 5mins.
We agreed to annotate metadata for IPCs in UKM to understand what are the sources queueing this up.

There's a (privacy-approved) proposal for adding symbols identifying tasks and IPCs here: https://docs.google.com/document/d/1i-zEWcA9DlBTmFmvvyKa2dgyDh4euA0-HZpOSoNtIm4/edit

But its implementation is on the back-burner for now, as the background IPC task load has improved AFAIU.
