[MacViews-Browser] First opened Window has no animation during entering Fullscreen Mode

Issue description

Chrome Version: Canary 67.0.3395.0
OS: macOS 10.12.6

What steps will reproduce the problem?
(1) Enable MacViews-Browser
(2) Open a new Window
(3) Click on the Green Window Control Button to enter the macOS native Fullscreen Mode

What is the expected result?
To see the smooth animation during entering the Fullsceen Mode.

What happens instead?
The first opened window hasn't the animation.

sdy@: Thanks for looking into this issue.

Two more information:

1.) I noticed that there is overlapping of the Window Control Buttons with the BMB is to see during entering the Fullscreen Mode. Sometimes it is more noticeable. Please see screenshot_1.

2.) The window top corners are flickering black when you exit the Fullscreen Mode and the animation ends. It is more noticeable on a white background. Please see screenshot_2.

Shall I file separate reports for the two issues or do you want to track it here as well?
