We always said DeviceEcryptfsMigrationStrategy was a temporary stop-gap. We should remove this policy to ensure any remaining stragglers migrate from ecryptfs to ext4. As discussed with edu, July/August is a good time for that as it happens during summer break, when devices are being prepared for the next year.
