ERR_SSL_VERSION_INTERFERENCE

Issue description

Chrome Version       : 65.0.3325.181
OS Version: OS X 10.13.3
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: OK
    Firefox: -
    IE/Edge: -

What steps will reproduce the problem?
1. open chrome, type https url for a APC switched UPS model AP8941
2. get the 'this page is not secure' notification and continue anyway
3. get a chrome error page

What is the expected result?
browser should show the APC UPS login page

What happens instead of that?
browser shows an error page that the page/site can't be reached because ERR_SSL_VERSION_INTERFERENCE

Please provide any additional information below. Attach a screenshot if
possible.

Are you using any firewall/antivirus? 

It would also be helpful to get a net-internals log when you reproduce the issue, see details here:
