Regression: Chrome window goes off from overview mode when we close any notification

Chrome Version:67.0.3390.0/10568.0.0 dev channel Peppy,Celes,Paine
OS:Chrome OS

What steps will reproduce the problem?
(1)Launch chrome >> open NTP >> Keep it in overview mode
(2)Take a sample screenshot >>close it and observe

Actual: Chrome window goes off from overview mode to normal mode when we close any notification
Expected: Instead, Chrome window should remain in overview mode when we close any notification

This is a Regression issue as same is working fine in M-62

Note:
1. Issue is not seen in Linux,Windows
2.Able to reproduce the issue on M-63,M-64,M-65 stable and M-66 beta

lowered priority but I'm not sure if its as per design of regression.

im not sure if it was by design, it was changed before my time. but it does not like a rather rare case.
