What steps will reproduce the problem?
(1)Sign into user ->Launch chrome,Open any URL that asks for permission bubble [for ex: bookmyshow]
(2)Keep the window in Overview mode 
(3)Press Ctrl+Shift+Reload to rotate the screen and observe misplacement of permission bubble.

Actual: Permission Bubble is seen misplaced when display is rotated
Expected: No misplacement of permission bubble should be seen when display is rotated

This is a Non-Regression issue seen from M-62


Note: Issue is not seen in Windows, Linux OS
