Emoji & Symbols menu item showing up where Back item was on context menu

Issue description

Previously the back button was the top of the right click context menu making it easy to right click and go back. The emoji menu has now appeared in the top spot which breaks muscle memory when trying to go back.

Would it be possible to either allow the user to move the emoji item lower in the context menu or disable it completely?

This shows up in *every* right-click menu — also when right-clicking a link, which breaks muscle memory and UX expectations. The menu is relevant only in text fields and nowhere else.

Another example where it shows up is on the right click on a link. When actually selecting an emoji in that state, nothing happens since the content is not editable.

Sorry, this wasn't intended behavior.
It was fixed by http://crrev.com/c/1008422, which was merged in 67.0.3395.0.
