STS/ChromeVox reads camera app icons/info when gallery view is covering it

Chrome OS with flag enabled: #enable-experimental-accessibility-features

# Start STS
# Launch Camera app
# Press the gallery button in the lower right corner
# Use search + drag mouse around the application 
Expected: nothing is read since screen is black
Actual: STS reads some information in the middle that isn't visible. It also reads the name of the icons under the gallery view screen

Summary: STS/ChromeVox reads camera app icons/info when gallery view is covering it (was: STS reads camera app icons/info when gallery view is covering it )
This also reproduces with ChromeVox when using linear navigation across this gallery screen. Adding ChromeVox component and changing title.

There are three bugs with very similar behavior but I'm not yet merging them as dupes because there are slight differences. Please feel free to merge if the root cause is the same.
