STS doesn't read portions of the Get Help app correctly

Issue description

Google Chrome 67.0.3383.0 (Official Build) dev (64-bit)
Google_Samus.6300.276.0
Chrome OS with flag enabled: #enable-experimental-accessibility-features

# Enable STS
# Launch the Get Help app from launcher or from question mark icon in the status tray

The following areas aren't read correctly when using search + mouse drag:

Contact Support button - doesn't read button, puts focus on entire Get Help app instead 

Dividing bar before the back to top button at the bottom - reads same text as the button itself aka back to the top

Comparing to ChromeVox:

The diving bar is not in the tab order so it's not read.
Contact support is read correctly when using linear navigation to get there. 
Both items not in tab order at all with Switch Access stub.
