Issue descriptionWe would like to disallow network subresource requests from WebUI. WebUI pages should use <webview> instead so that network access is isolated to less privileged renderers.

I think we only do that for favicons. Is there an easy way to route that through some internal scheme? Alternatively, we can plumb some data url through InspectUI handle.
