Repro steps:
1) Turn on P2P sharing
2) Save a page
3) Modify the corresponding MHTML file to replace "Content-Location" header with any non-http-or-https URL (I have attached the modified file and you can use adb push to upload it).
4) Open the modified file from a file manager app
5) Click to pull up OIB

The OIB shows file:// URL since the original http/https URL cannot be inferred from the MHTML file. However, "OPEN ONLINE" link is shown.
