Pixelbook went into mirroring instead of extended mode when reconnecting to external display

Issue description


Google Chrome	66.0.3359.79 (Official Build) beta (64-bit)
Revision	0
Platform	10452.42.0 (Official Build) beta-channel eve
Firmware Version	Google_Eve.9584.107.0


What steps will reproduce the problem?
(1) was in extended mode before disconnecting pixelbook from external monitor
(2) when reconnected to external monitor, even thought pixelbook was in laptop mode, it was mirroring. 
(3)

What is the expected result? extended display, given that that's default in laptop mode. 

What happens instead? mirroring.

I cannot repro this on ToT. Although if you use tablet mode while connecting to an external display, then disconnect and flip the lid to laptop mode, then reconnect the display, mirroring will be enabled. Not sure whether this is WAI for mirroring restoring.
