VRB: Violation of frame phase order when opening connection info popup

Issue description

Chrome Version: ToT (c1531dd6d0a3c6eea7efe1dda9e440771c06268e)
OS: Android

What steps will reproduce the problem?
(1) Go into VR browser
(2) Click lock icon in URL bar
(3) Click on details in the popup

What is the expected result?
Exit prompt appears.

What happens instead?
Chrome crashes with
[FATAL:ui_element.cc(311)] Check failed: kUpdatedSize <= phase_ (4 vs. 0)

This is because the input manager maintains pointers to captured elements, and later hit-tests them even though they may not be visible anymore.

Verified in build 67.0.3396.3 Canary.  Looks good.
There is a test case to check the Exit scenario already, from this specific dialog.
