MacViews windows are sometimes missing shadows

Issue description

Chrome Version: 67.0.3394.0
OS: macOS 10.13.4

What steps will reproduce the problem?
(1) Open the bookmark bubble.
(2) Repeat until you see the issue.

What is the expected result?
The window always has a shadow.

What happens instead?
Every once and a while, the window doesn't have a shadow. This affects secondary UI, too :/. It's been happening to me for a while.

I'm going to mark this as "Dialogs" rather than "Controls" since the issue is easily reproducible for the bookmarks dialog.

Hi, sdy@, I suspect this is a dup of 821739, which should be fixed on 67.0.3394.0. But seeing you reported version 67.0.3394.0, I am not sure whether it is a new issue.

I tested on out ToT and could not reproduce it. Could you pls check whether this is still an issue? thanks

Hi weili@, you're right that I can't reproduce it now, but I'm not sure if it's a dupe of  issue 821739  — it looks like the commit didn't affect bookmark bubbles. Is that true?

Yes, sdy@, I checked that the fix at 821739 should not be related bookmark bubble.

This one took me a while to reproduce/confirm. On our new 10.14, I could not reproduce at all, on 10.13, I can only reproduce when #secondary-ui-md is disabled -- which we no longer support. 

So, I would consider this as fixed. Pls reopen it if you find otherwise.

Able to reproduce the issue on Mac 10.13.5 on reported version 67.0.3394.0.

Verified the fix on Mac 10.13.5, as per comment#0 on latest chrome version #69.0.3493.0.
Attaching screen cast for reference.
Observed that the window always has a shadow.
Hence, the fix is working as expected.
Adding the verified labels.
