The Top bar is separating from the Tab bar

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1.  Launch Chrome with external monitor plugged in 
2. Unplug External monitor

What is the expected behavior?
Top bar and tab bar will co-exist

What went wrong?
Top bar and Tab bar are separated in the UI.

Did this work before? Yes First release of 65.  Unknown exact version

Chrome version: 65.0.3325.181  Channel: stable
OS Version: OS X 10.13.3
Flash Version: Shockwave Flash 29.0 r0

This just started yesterday.

Thanks for the report. Is this reproducible? There is a similar  issue 829201  which could be related?

This is not easily reproducible.  I have seen it happen twice in the past 24 hours, but I don't have a great handle on what is causing it.  It is very similar to 829201, though that issue seems to be more extreme than what I am seeing.

The issue seems to be very similar to that of  issue 829201  hence duplicating into it. Please feel free to undupe if they aren't same.
