Docs, Inbox all get timed out and an aw snap error together few times during a day

Chrome Version: 66.0.3359.66
OS: Mac 10.13.3

What steps will reproduce the problem?
I have Inbox, Drive (docs, sheets, presentations) all open in different tabs. And few times during  day they get timed out, resulting in an Aw Snap crash.

This was not happening on M65 Chrome. 

What is the expected result?
There shouldn't be a renderer crash. 


What happens instead?
All tabs with Inbox, Docs, Sheets, Presentation, and Drive get a renderer Aw Snap crash.

Add forward declaration for TextAffinity in PWA

position_with_affinity.h includes TextAffinity,
but uses only declaration.
We should instead do a forward declaration for
TextAffinity.
