Issue description

Trying to give an overview of the pending discussions:
* let desktop users know they are managed -- issue 527346
* provide a distinct indication when user data may be intercepted -- issue 803051 (see also issue 718002 and  issue 802215 )
* provide a distinct indication when user actions are logged locally -- e.g. issue 817897

Drew, who's the best person to drive these discussion from the enterprise side?
