Steps to reproduce the problem:
1. Create GPO with ADMX ManagedBookmarks
2. Deploy Chrome. Bookmarks have been added at first start.
3. Modify GPO (add new bookmarks)
4. Bookmarks are not updated via gpupdate /force, restart Chrome, restart OS.

What is the expected behavior?
I need to update Managed Bookmarks via GPO 

What went wrong?
Added bookmarks are not append to Bookmarks file.
