On desktop/Android:
If a username field empty or autofilled: we show full list
If user typed one or more characters → prefix mode (dropdown shows only usernames matching the prefix)

On iOS we currently show all suggestions at all times in the keyboard accessory bar. We intend to use the same behavior that we use on desktop/Android today for iOS.
