What steps will reproduce the problem?
(1)Launch chrome >>Install Calculator app using the above URL
(2)Launch it and observe (Please refer video)

Actual: Delay with blank screen is seen while opening it 
Expected: No such delay should be seen 

This is a Non-Regression issue seen from M-62

Note: Issue is not seen in Linux,Windows OS
