Non-Regression : 'Allow other users of this device to use this network' toggle option is seen missing after entering wrong password in 'Join Wi-Fi network' overlay

Issue description

Chrome Version: 66.0.3359.94/10452.54.0 beta-channel Daisy,Kip and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Recover build -> In connect to Network overlay select required Wi-Fi network ->Now In 'Join Wi-Fi network' overlay (password overlay) observe 'Allow other users of this device to use this network' toggle option is available -> give any wrong password and click on 'CONNECT'
(2)After few seconds observe bad password notification is seen-> Now click again on same Wi-Fi network -> Observe  'Allow other users of this device to use this network' toggle option is seen missing
(Please refer Video)

Expected: 'Allow other users of this device to use this network' toggle option should be seen every time on opening 'Join Wi-Fi network' overlay
Actual: Instead 'Allow other users of this device to use this network' toggle option is seen missing after entering wrong password

This is a Non-Regression issue seen from M-62

This is WAI.

The design for this is a bit tricky / confusing. As soon as a network connection attempt occurs for a secure network, it is saved in the list of 'Known networks'. Once saved, the shared state of a known network can not be changed; the only way to change that state is to forget the network and reconnect.
