Remove or delay omnibox animation before sending keyboard intent

Touching omnibox clearly starts keyboard only after the omnibox animation is completed.
This animation can be disabled on low-end devices and delayed or reduced for high end.

 Bug 708259  is relevant, as it discusses stutter (in the context of the animation for unfocusing the omnibox).
