Issue descriptionChrome Version:67.0.3393.4 (Official Build)Revision 1c8c7bb130996ac73fdf93473d13849dbcba5240-refs/branch-heads/3393@{#6} (32/64-bit) OS:Windows(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.5), Linux(14.04 LTS) What steps will reproduce the problem? (1)Launch chrome and navigate to chrome://flags/ (2)Click on Available and Unavailable section 2-3 times and observe the content. Actual: Unnecessary movement of content is seen after switching between available and unavailable section. Expected: No such movement of content should be seen after switching between available and unavailable section. This is a regression issue broken in 'M64' and below is the manual bisect info Good Build: 64.0.3254.0(Revision:512695) Bad Build: 64.0.3255.0(Revision:513029) Note: Issue is also seen on M65 Stable(build #65.0.3325.181),M66 Beta(build #66.0.3359.81), M67 Dev(build #67.0.3386.1) & M67 Canary(build #67.0.3393.4).
