Minimized window in tablet mode should make window still minimized when leaving tablet mode

Issue description

Repro steps:
1) Open a maximized or unmaximized Chrome window.
2) Go into tablet mode.
3) Minimize it by pressing the horizontal underscore icon at the upper right .  
4) Go out of tablet mode to clamshell mode

Expected result: Window is still hidden

Actual result: Window re-appears in clamshell mode

Our initial design is to "forget the window state in tablet mode" and restore the window state to a state before entering tablet mode. But probably we shouldn't `forget` minimized window state.

This bug is from #76 in  issue 783310 .

I think the behavior is very surprising. Because if a window is minimized before going into tablet mode and you look at it then reminimize, it remains minimized.

Also if a window is minimized before table mode then you maximize and go back to clamshell mode then it is still visible.

The behavior in this case though seems surprising and not consistent.
